Driveway Permit
Any person wishing to install a driveway, install or replace a culvert pipe, or excavate along any County or Township Highway, is required to obtain a Driveway Permit (PDF). This permit is also used for the installation of a culvert pipe in a ditch (public ditches and those on private property) or along any public water course.
Driveway Installation
When installing a driveway or filling in a ditch along a County or Township Highway, no surface water may be directed toward the road. This could cause ponding of water on the roadway and a create a safety hazard.
Concrete driveways shall be kept back to the right-of-way limits.

- Applicants must pay a $100 permit fee
Permit Application
Existing Driveway Permit
There are occasions when a driveway entrance already exists on a property. The permit may have been requested by a previous owner or there is no permit on file. For these instances we ask that property owners complete an Existing Driveway Permit Application (PDF). When this is received by the Engineer's Office a field inspection is conducted to verify the existence of the drive.

Permit Application
Road Crossing Permit
Any person wishing to place a conduit under any County or Township Highway, and cutting and/or digging the pavement and subgrades is required to obtain Road Crossing Permit (PDF) a permit from the County Engineer.
Submission & Fee
- Only the property owner (applicant) may sign and pay for this permit
- Permit fee is $250 (non refundable)
- Guarantee Fee is $1,000 (refundable one year after completion of work provided the final inspection shows the restorative work is still acceptable)

Permit Application
Moving Permit
The Moving Permit is used to obtain permission to move a load/item across county and/or township roads that is over the legal size and/or weight limits.
Submission Process
To request permission to make a move of this type, print the permit application, fill in all information, and contact the County Engineer.
The party that is conducting the move is the party to whom we will issue the permit. Their full name (or company name), mailing address, and phone number is required.
The route information needs to be detailed. Include road names, numbers, and direction of travel on each road. Start this information when the load enters Ottawa County and end where it leaves. If an Ohio Department of Transportation permit is obtained, please include a copy of this along with your application.
Special Requirements
Special requirements and or restrictions are noted at the bottom of our application. These restrictions, and how they apply to the move, will be considered when the application is reviewed for approval.
Current Route Restrictions
Over-weight and/or over-width vehicles will not be allowed to travel Moline-Martin Road (CR-66) between SR 51 and Bolander Road (CR-59). Further details are available on the first page of the permit application.

Special Permit
Any person wishing to excavate along any County or Township Highway shall be required to obtain a permit from the Ottawa County Engineer's Office. This permit is for persons desiring to work within the right-of-way limits of any County or Township Highway.
Types of work include dip out or cleaning of a road or public ditch; installing, repairing or upgrading a sanitary sewer, water, natural gas, oil/petroleum, electric, communications, irrigation, field/curtain drain tiles, cables, conduits/ lines, catch basins, manholes or road pavements.

Permit Application
Storm Sewer Tap Permit
Any person wishing to work along any County or Township Highway shall be required to obtain a permit from the Ottawa County Engineer.
This permit is for tapping an existing storm sewer across a property with a storm, field or curtain drain tile. This permit is not required if the tile outlet goes to an open ditch.

Permit Application
Curtain Drain Outlet Permit
This permit grants a property owner permission to use a ditch (or tile) as an outlet for a curtain drain from a sewage system. It is issued in conjunction with the Ottawa County District Board of Health.
The Ottawa County District Board of Health will prepare a site plan for the placement of a septic system and make a recommendation for the location of an outlet. A copy of this site plan has to be submitted with the Curtain Drain Outlet Permit.
Outlet Specifications
If an outlet is going into an open, on the same side of the road where the system is located, no permit is required. However, if the outlet is going to cross the road and/or tap a tile, additional permits will be needed. For tapping a tile please review the Storm Sewer Tap Permit Application (PDF).
